They make a good point that I/O {\em needs\/} would increase if I/O capabilities increase, because people would output more interations, more complete data sets, etc.\ They make the case for internal file systems, the use of dedicated I/O nodes, the attachment of every RAID to two I/O nodes for reliability, the Vesta interface, and user control over the view of a parallel file.
